TRIPOLI, Sept. 11 (Xinhua) -- Libya's UN-backed Prime Minister Fayez Serraj said Tuesday that "local and international parties" obstructed the country's political path during a meeting with the Constitution Drafting Committee.

"The role of the Government of National Accord was supposed to be for a transitional period, to pave the way for the completion of the constitution, to supervise the referendum on the constitution, and to hold general elections," a statement issued by the PM's information office said.

"However, unfortunately several local and international parties did everything possible to obstruct this path, most recently this attack on the capital by the enemies of the civil state and advocates of totalitarian authoritarian rule," the statement added.

Serraj expressed his hope that "everyone will realize that our country is going through a crucial phase, which requires that we all be at the level of this historical responsibility."

Libya has been struggling to make a democratic transition amid insecurity and chaos ever since the fall of former leader Muammar Gaddafi's government in 2011.

Since early April, the east-based rebel army, led by Khalifa Haftar, has been leading a military campaign to take over Tripoli, where the UN-backed government is based. source
